      those are pop rivets installed from the back side. TO drill them out - you would have to also drill from the back side. Simple solution is to just destroy the old thermostat in situ, then use end-cutting pliers or similar to get rid of the rivets forcibly (try cutting them off flush, first) , then mount the new thermostat.

      It's riveted from the back. If you can get a drill back there drill it out. If not, drill it from the front. You will need to punch the round part to hold a drill bit.
