You should have a Goshen lift system on your Rockwood. There is a pulley at the rear of the PUP that you can adjust to make it lift evenly. Here is a link to Goshen's site and a diagram: https://www.goshenstamping.com/lift-system
I would try and build some type of wind block if you could. I've seen some people put a cheap furnace filter behind the vent. It will block the wind but still allow air flow.
