I research most of the areas before even attempting to pull the camper around. Obtaining a permit hasn't been an issue for myself. I often find that some areas get trashed from previous campers. I've camped in Weiser State Forest and Tuscarora State Forest.
PA has State Parks closed for now. Most of them don't open till April anyway. I prefer to boondock in State Forest that you apply for a free permit to camp.
