Took drums off and all seems ok. Magnet and drum have little wear. Found ground by bumper and put a new end on. Tested voltage at 7pin. Tried brakes by pulling break away cable. Adjusted star wheel. Still brakes won't even hold me on a slight hill. Checked ground on brake controller. All looks good. What next. Since I had drums off I put new seals and bearings also. I'm at a loss now.

Check voltage at the connections at the wheel. Weak magnets? and don't expect the brakes to lock the wheels

What type of controller do you have? The control voltage on mine is adjustable from 14 to o volts. Around 4 Volts is fine for me. Also, are you brakes new?
