If you could be a little more specific with you trailer, model etc. When I google what you have I get a lot of hits and they are all not the same. As to the brakes, I would think they would be hydrolic (surge) or electric. Check and see if there are wires coming out the back of the hubs. The wires should be tucked into the frame somewhere. It would depend on how far back the PO cut them.

Nope, no cut wires. No wires leading down to brakes. No electric brakes.

The unit is a 2001 Thor Scamper 23 RXS

I guess the best way to find out if your trailer has brakes is to take a wheel off and then remove the hub.

Hub to small to house any brakes. Just axel straight in hub.

Good to know the trailer has no brakes. What everyone above said is the way to go then. Have you checked to see if there are wires for the battery?
