I have adjusted the electronic brake controller according to the instructions. And the brakes work well with the manual adjustment. But upon braking (with the car) the brakes lock up in slow speeds, and are aggressive at higher speed. What am I doing wrong.

What type of brake controller are you using?

You need to back off on the manual slide adjustment. You may be better off forgetting about the manual adjustment and working at getting the regular setting better. Once you have that right, the manual setting should be good enough to control the PUP if it starts to sway.
