None of the 3 outlet pairs work, both fuses good 15 & 7.5 and both breakers on. Everything works except the outlets. (Heater fan and lights)

Two inside under the kitchen table, two near the fridge, and two outlets outside.

    Tested with a phone charger.

Are the outlets only supposed to work on the 120 DC plug or should they also work from my 12v trailer battery?

Your outlets will only work when they are plugged into 120v.

Your outlets are AC not DC. The 12 V is DC.
