My son wants me to go camping with him over at the San Luis Reservoir in California. It's just off Hwy 152 near Santa Nella. I fished there a few times back in the 1980s. I remember there was a lot of wind that might not be good for a popup.

Can anyone tell me what the wind is like in October and if they have ever had a popup there? I think it is called O'neill Forebay

I can't help much...we did a lot of windsurfing back in the '90's there. I can confirm that it gets windy (25+knots) on Spring and early Summer afternoons. Don't know about October, but I would guess that the thermal low wouldn't develop if the Valley temps are in the 70's.
The Valley creates a thermal low that brings in cooler air in from the coast at a fairly high velocity. Not much there, but you know that.

Thanks. I don't think I will be going there any time soon.
