I need advice on how to fix and external top arm that has wallered out the tin about 2 inches. Should i just use big washers?

Welcome to the Portal from South Carolina. What does the inside of the bolt area look like?

Welcome from the mountains of West Virginia. I would plate the area inside and out and reattach the arm

You have to check the inside. The mount maybe pulling thru the side panel.

Hello and welcome from Hampshire UK[GBR], I agree with seldomseen380. But you need to open it up to fine the extent of the damage.

Welcome from OKC. I agree with the others. Check inside first, then fix it all at once.
